James joined the Nigerian Maritime Administration and Safety Agency from a Finance Outfit in 1994 as a Research Officer I.
He is the current Head of Division, of Cabotage Surcharge Analysis, Nigerian Maritime Administration and Safety Agency. He has been involved in Research and Development of the Agency in various capacities, notable of which is his in-depth research into the planning and management of Maritime Transportation System.
He has served successfully on various Transport/Projects Committees covering a wide range of services and activities related to fleet management, cabotage and shipping.
Mr. Opaluwa holds a 1989 B.Ed Degree of the Ahmadu Bello University, Zaria; a Post Graduate Diploma (PGD) in Transport Management from Nigerian Institute of Transport Technology, Zaria; and a Masters in Business Administration (MBA) in Maritime Management Technology Federal University of Technology, Owerri in 1999.
He has attended various Senior Management Courses and has been a very active and supportive member of this Institute, having served in various Committees of Council owing to his attribute of being an analytical thinker, who approaches problems through a logical and systemic approach.
