Road Mode Representative, CILT Nigeria
FILIBUS, BILLY EDWIN was born on the 16th October, 1970 in Numan, Adamawa State. He held from Dong, Demsa L.G.A in Adamawa State of Nigeria. He holds a Professional Masters’ Degree (MTL) and Post Graduate Diploma (PGD) in Transport and Logistics respectively from the Nigerian Institute of Transport Technology (NITT) Zaria and a Higher National Diploma (HND) and National Diploma (ND) both in Chemical Engineering from Kaduna Polytechnic. He also holds a Diploma in Traffic Management from the Nigerian Institute of Transport Technology, Zaria and he is a Chartered Member of the Chartered Institute of Logistics and Transport (CILT) Nigeria. He is married with Children.
His working career started in 2001 as a Technical Assistant with Deloitte and Touche/Sagem, South Africa for the National identity Card Project in collaboration with the Department of National Civic Registration (DNCR) under the Federal Ministry of Internal Affairs. In 2003, he got an appointment with the Federal Capital Development Authority (FCDA) as a Higher Technical Officer under the Transport Unit of the Engineering Services Department of FCDA.
In 2006, he was transferred to FCT Directorate of Road Traffic Services where he was promoted to a Senior Road Traffic Officer (SRTO) in 2009; Principal Road Traffic Officer (PRTO) in 2012 and Assistant Chief Road Traffic Officer (ACRTO) in 2015. From 2009 – 2014, he was appointed as the Head of Traffic Control, Monitoring and Parking Enforcement in the Federal Capital Territory (FCT), Abuja, Nigeria, a position he held until November, 2014; and became the first appointed Principal Staff Officer (PSO) to the Director; FCT Directorate of Road Traffic Services until now.
He is presently representing Nigeria as a National Delegate in the United Nations Economic Commission for Europe (UNECE )Group of Experts on Road Signs and Signals to 1968 UN Convention on Road Signs and Signals and the European Agreement Supplementing the Convention and Protocol on Road Markings, Additional to the European Agreement at Geneva, Switzerland.
He is the current Modal Representative (Road) for the Chartered Institute of Transport and Logistics (CILT) Nigeria.
